Summary
The arrayLimit option in qs did not enforce limits for bracket notation (a[]=1&a[]=2), only for indexed notation (a[0]=1). This is a consistency bug; arrayLimit should apply uniformly across all array notations.

### Summary
The `arrayLimit` option in qs does not enforce limits for comma-separated values when `comma: true` is enabled, allowing attackers to cause denial-of-service via memory exhaustion. The qs module before 1.0.0 does not have an option or default for specifying object depth and when parsing a string representing a deeply nested object will block the event loop for long periods of time. An attacker could leverage this to cause a temporary denial-of-service condition, for example, in a web application, other requests would not be processed while this blocking is occurring.
